Community Development College Monze operates under the Ministry of Community Development and Social Services and has decades of experience in Community Development and Social Work training. Its purpose is to equip learners with the knowledge, practical skills, and professional attitudes needed to improve livelihoods and contribute positively to communities.
Monze Community Development College was founded, gazetted, and opened in 1950 as Monze Development Area Training Centre by the Northern Rhodesia Government. It later became the Staff Training Centre for the Department of Community Development, with a mandate to provide community development training and prepare personnel to serve communities.
Following Zambia’s independence in 1964, the College transitioned alongside the country’s Zambianization policy. This period focused on developing qualified Zambian professionals to take up roles previously occupied by expatriates, strengthening local participation in community development and national administration.
Following the establishment of the Ministry of Community Development and Social Services (MCDSS) in 1991, community development training continued to expand. In 1992, the Colleges extended training beyond government workers to NGOs and individuals interested in working with communities.
Monze’s original focus was training personnel for rural communities, while Kitwe Community Development Staff Training College primarily served urban and peri-urban areas. The institutions initially offered a two-year Certificate in Community Development before progressively expanding their programmes.
The College broadened its academic offering through partnerships with other institutions. A Diploma in Social Work was introduced in 2016 in collaboration with Mulungushi University. In 2017, Case Management was introduced with support from Save the Children under the Zambia Rising Project and incorporated into Community Development programmes.
In 2020, degree-level training in Community Development and Social Welfare was introduced in collaboration with the University of Zambia, providing opportunities for Community Development and Social Work professionals to upgrade their qualifications.

Acting Principal
Dr. Edgar H. Mainza is a highly accomplished Zambian sociologist, social work practitioner, academic leader, and policy consultant with over 20 years of distinguished professional experience. Dr. Mainza is also an experienced consultant in safeguarding, strategic planning, curriculum development, and institutional strengthening, supporting government and non-governmental organizations. He holds a PhD and MA in Sociology, a Bachelor of Arts in Social Work, and a Diploma in Social Work. Dr. Mainza previously served in the Department of Social Welfare under the Government of Zambia, where he contributed to the implementation and strengthening of national social protection programmes, including Social Cash Transfer, child protection, gender-based violence prevention, and juvenile rehabilitation.
In academia, Dr. Mainza is an experienced lecturer and researcher, having taught across several universities including Rusangu University, Levy Mwanawasa Medical University, Lusaka Appex Medical University, accredited programs with the University of Zambia and Mulungushi University. Internationally, he has served as a PhD external examiner and supervisor at Northern Caribbean University in Jamaica, reflecting his standing in global academic circles.

Mr. Kwalombota Kwalombota is a dedicated Training Officer/Lecturer and now serving as Vice Principal at Monze Community Development Staff Training College with over 27 years of professional experience in education, community development, and social services. He holds a Bachelor’s Degree in Adult Education from the University of Zambia, a Diploma in Social Work from Evelyn Hone College, and a Certificate in Primary School Teaching from Mongu Teachers’ Training College. He has also acquired professional certifications in computer studies, radio and television broadcasting, case management, and inclusive vocational training.
Throughout his career, Mr. Kwalombota has served in the Ministry of Education, the Department of Community Development Headquarters, and Monze Community Development Staff Training College. His work spans teaching, adult education, social work, curriculum development, and capacity building.
He participated in developing several training manuals and learning resources, including manuals on Case Management, Adult Education, Social Work, and Community-Based Inclusive Development (CBID), contributing significantly to knowledge development and professional training in the social sector.
